Operators and affiliates have real budgets and they already know who you are. What they usually do not have is a way to buy a placement on your site without a three week email thread.

Your portal lets an operator or an affiliate buy your placements directly. They register, fund an account, pick your slots, keep the campaign to the jurisdictions their licence covers and upload creative, with the responsible gambling message their regulator requires, for you to approve.
Why this is harder than it should be

Licensing is per jurisdiction, and so are your placements
An operator licensed in one market cannot legally advertise in another. Campaigns need geographic control that is enforced by the ad server rather than trusted to the advertiser.
Affiliate deals leave money on the table
Revenue share and CPA are the default in this vertical, which means you carry the operator risk and get paid on their conversion rather than your inventory. Selling the placement directly, on a CPM whose floor you set, is a different and better trade for a publisher with real traffic.
Established platforms exist here, and they are not cheap
Some ad servers do market to sportsbooks openly, with compliance tooling to match. They start around ten times the entry price of running your own portal.
What the big platforms let gambling brands run
Google Ads. Gambling ads need Google certification, run only in the countries Google lists and need a valid local licence for every region targeted. The landing page must carry responsible gambling information and the ads must never target minors. Affiliates promoting social casino games are refused outright.
Google's 2026 changes. Since 26 August 2026 a certified affiliate must link only to operators fully licensed in the region it targets, and from 14 September 2026 domains unrelated to gambling cannot be certified. Single markets keep changing too: Indiana paused new affiliate applications from 31 March 2026, and Alberta has allowed brand awareness campaigns only since 4 May 2026.
Meta. Gambling ads need Meta's authorisation for the ad account, may not target anyone under 18 and may not run in the markets Meta does not support, which since May 2026 number 19, including India, Indonesia, the Philippines and Thailand.
Certification takes time and every market is its own application, so smaller operators, affiliates and comparison sites often cannot reach your readers through the platforms at all. They buy from publishers who already have the audience.

Most match-day reading happens on a phone. A sticky banner that stays in view while the reader scrolls suits an operator with one offer to show.

How to set it up
- Location targeting down to region and city, so an operator licensed in one state or province stays there.
- Approval of every creative, so you can check the age mark and the responsible gambling message before it runs.
- Placement categories, so gambling advertisers only ever compete for the slots you open to them.
- Day and hour scheduling for fixtures, and a frequency cap so one reader does not see the same offer all day.
- Vouchers when an operator prefers to pay by invoice or bank transfer.
How is this different from just doing affiliate deals?
Affiliate revenue depends on the operator converting your traffic and reporting it honestly. Selling a placement directly means you are paid for the inventory whether or not their funnel works. Most publishers should run both, with direct deals filling first and affiliate placements taking what is left.
Common questions
Can I keep an operator to the states where it is licensed?
Yes. Location targeting goes down to region and city, so a campaign licensed in one state can be kept to that state.
Do I need a licence to show gambling ads?
It depends on the market. Some regulators set rules for the media and affiliates that promote their licensees, so ask each operator what their licence requires of you, and take advice for the markets you serve.
